Here is what I received from our agency today:
I received an answer back from our immigration attorney. She said that they looked through the package you sent to USCIS, and all appears to be correct. She called the USCIS, and the officer that she spoke with was stumped. She is checking with someone that she believes is more familiar with Haitian adoptions, and promised to call back. They will follow-up with this person if they do not hear back today.
